What’s driving the sector
The Semiconductor and Electronics Industries in the Philippines Foundation (SEIPI) is tracking the sector toward roughly US$50 billion in exports in 2026, following 2025 growth of over 16% to US$49.64 billion. Electronics remains the country’s largest single export category, and the government’s Semiconductor and Electronics Industry Advisory Council (SEIAC) — chaired by Executive Secretary Ralph Recto — is pushing the industry beyond assembly, test and packaging (ATP) toward integrated circuit design and advanced packaging, as set out in the Electronics Industry Roadmap 2028.
In 2025 the United States designated the Philippines a CHIPS Act partner country, unlocking up to US$500 million over five years to strengthen the domestic ecosystem — alongside the CREATE MORE Act’s expanded incentives for registered export enterprises, including power-cost deductions aimed at narrowing the country’s historical electricity-price gap.
